Post subject: A Star Trek 3 Trivia question

Having just rewatched Star Trek 3 there's something puzzling me.
It's a question of rank.
When the Enterprise returns to space dock and the crew are assembled,Scotty is promoted and told to report to the Excelsior as "Captain of Engineering".
So what does a "Captain of Engineering" actually do..?,is it an administration role,? is it to do with being an instructor to trainees ( like in ST2)..? or does it actually involve any engineering at all,..? considering each ship has a "chief engineer" who would actually be in charge of the day to day,running of the engine room, and drive systems wouldn't a Captain of Engineering be a little bit redundant?. |

Captain of Engineering is the title given to chief engineers who hold the rank of captain.
